US meeting demands for higher education?

The following article shows evidence that poor schools are not spending enough per pupil. Low-income school districts are consequently spending the least on their students. As discussed in class, the increase in demand for workers with higher education has not been met by the same increase in supply. With financial issues such as this for children still receiving primary education, education quality does largely affect the number of years of higher education they pursue in the future. Legislation is in the process to attempt to equalize spending for children in all school districts.
